    Stopped reading as soon as it said in para 1, licensing systems in place continue as they are. You get a licence, a company determines you are competent. nothing new there.
    Considering that Russia and all banana republics are ICAO compliant, yes you can have weak rules.

    Individuals on the hangar floor or line maintenance can't be involved in determining what syllabus or training model the NAA adopts.

    ICAO Type II syllabus for Aircraft Maintenance Training was in existence before the old BCAR Section L which later gave way to the JAA/EASA Part 66. The global bit set by ICAO, whether in the old Type II or the new CBT, is seen as a Basic Standard for all Member States. But what goes in each Member State is down to the NAA and its governing Parliament. This is why, for the UK after Brexit, it has to be our House of Commons instead of EC Rules which govern EASA. Harmonising the Rules, such as that achieved between the FAA and EASA, will ensure smooth cross-border certifications of aviation products.

    Just for you I read the link again thoroughly. What did it actually say? It says nothing is going to change except those countries where competency is not checked, they should do so. Assuming you are a certifier then your competency is checked to get the authorisation, is rechecked to renew the authorisation. No change. The document is worthless and doesn't propose anything new.

    Can you share what was from a socialist based ideological source, the ICAO, IATA, EASA? Then there was a link to Parliament, that could be socialist, or is currently conservative? Can you tell me how your employer "demonstrates" how competency is assessed, either initially and continually?

    There is no personal insult in that post. Unlike Mr Tinsley's rant later on. Making the suggestion that UKIP is not necessarily the font of all knowledge and wisdom and perhaps an alternative source be used is not an insult, just common sense.

    True to form though (just as all conspiracy theorists do) someone offers an alternative, well researched view point and Mr Tinsley suggests it is the work of woooooo socialists!
